Guernsey Property Market & Legal Update

The Guernsey property sector continues to demonstrate resilience despite wider economic uncertainty, with transaction levels increasing and property values remaining stable across much of the Local Market. Recent statistics published by the States of Guernsey show that the mix-adjusted average Local Market purchase price reached £608,844 in Q2 2026, representing a 2.1% annual increase, whilst transaction volumes rose to 261 sales, the highest Q2 activity since 2022.

🏡 Market trends

• Local Market prices remain broadly stable with moderate growth.
• Sales activity has increased significantly, suggesting renewed buyer confidence.
• Open Market median sale prices reached £1.989 million during Q2 2026.
• Rental values remain elevated, with average rents at £2,138 per month, highlighting continued supply pressures.
• Guernsey’s housing stock continues to expand, with a net increase in residential units recorded during the year.

⚖️ Key legal developments

The most significant recent development for landlords remains the implementation of the Housing (Standards, Landlord Registration and HMO Licensing) (Guernsey) Ordinance, 2025, which introduced mandatory minimum housing standards for rented accommodation. These requirements include ongoing compliance relating to property condition, safety inspections, smoke and carbon monoxide alarms, and landlord responsibilities regarding repairs and maintenance.

In addition, further legislative changes concerning the Open Market Housing Register have progressed during 2026, aimed at refining the operation and allocation of Open Market inscriptions and supporting future housing delivery.

💡 What this means for clients

Whether you’re buying, selling, developing, investing or letting property in Guernsey, regulatory compliance and early legal advice are becoming increasingly important. Landlords should ensure they have reviewed their properties against the current housing standards, whilst purchasers and investors should remain aware of ongoing housing policy reforms and market conditions.

Our Property Team led by Alastair Hargreaves continues to advise clients on residential and commercial acquisitions and disposals, financing, development projects, landlord and tenant matters, housing legislation and regulatory compliance.
